when you buy a new car and don't have any plates to transfer to the it, the dealership submits the information to the state and you are sent the plates right?

Yes. You should get a temp. plate when you pick up the car--which the dealer gets from the state.

I guess it depends on how helpful the dealership is. When I bought my new car, the dealership took care of all the details to help make it a smooth transaction. They added the registration fees to the total price and handle all the registration/license plate for me, so all I need to do was just go and pick it up.
If your dealership doesn't do it for you, you can go to your local registry of motor vehicles and register your new car. I think the dealership would have a temp license plate for you if the car is in your possession already. At least in my state, RMV would give the plates to you then and there after you registered (so you wouldn't have to wait for it to be mailed).
Maybe you should ask your dealership if they handle the registration for the customers (since they have the VIN # and other info). It might save you a lot of time and headache?

It depends...some dealerships give you the plates/registration right then and there. When I got my car three years ago, I couldn't transfer the plates since I still had my old car. So the dealership took care of the plates/registration, and I drove out of the dealership with the new plates.
But when I moved to Florida, the DMV didn't have the plates right away...they were mailed to me. So I had temp plates for a couple of weeks.

You may have to do it yourself in IL. I don't remember, the last time I had no plates to transfer, I was about 20 years old.

I don't remember either. I had my car through out college, then lived in the city and I'm back out so I needed a car. They gave me temp plates though so I should be getting them in the mail right?

That sounds about right.
Any dealership that is worth dealing with should take care of ALL of this for you.
I know that a lot of the Carmax locations (I was just in one yesterday looking at stuff with my GF) even have an DMV "office" branch that can take care of ALLL of that stuff already.
You've got to have something to drive the car off the lot with, so I'm assuming you'll be covered at least temporarily....
