...have any sort of program that caters to QLCers in the establishment phase of their career? Maybe a mentor program to help you feel welcome, or a childcare facility to help find a safe haven for your new little one? I'm discussing the creation of helpful benefit plans in my HR class, and would love to hear ideas that have been put into action.

Ah, HR classes, such pleasant memories......
To answer your question though, have you looked into any of the companies on the Best PLaces to Work list? They generally have great stuff like that and arent afraid to brag about it either.

at my office, we have a program called XYZ network that is a network for the younger people in the office. We, as the members and leadership team of XYZ, work very hard to make sure we meet anyone new in the office, invite them into the network, and get them out socially to meet people. We also have technical mentors who mentor us on technical subjects and help to guide our training process. On top of that, we also have a "buddy" system in which someone helps you with the logistics of starting work...i.e. setting up your travel expense account, getting your cell phone, showing you how to check out a company car, etc. Sometimes, if the technical mentor is young, he/she will serve as both the technical mentor and the buddy.
