how do you make comments on a pdf file?

I don't think you can if you only have the Reader. I think you need the actual Acrobat software to make changes or comments. I had a newspaper web design professor in college who would make notes on a "post-it" on PDF's of our web pages. That was cool.

There's a comment tool (little yellow caption bubble).

You need the full version, though. Not just reader.
