What operating system are you using? On al version of Windows (except for XP) you should be able to go into windows explorer and click on drive F. Once in drive F, there should be a bunch of subfolders inclucing a recycle bin. Or maybe my brain just farted.

Is is a LAN drive or a drive within the PC? If it was on the LAN, you cannot access it.

yeah, i don't have access to the recycle bin on the shared drive (S) at my work. does your individual computer have an additional drive installed? in windows, your computer's standard drive is "C."

if your F drive is a network shared folder/drive, you cannot undelete unless your company use third party software...otherwise, you will need to ask network administrator or backup operator to restore whatever you deleted off the backup tape...
