In my restaurant/sales positions until I bolted from the restaurant position and was let go of my sales position, there were a set of days that were blacked out.

Jogging from memory, these days were...

Christmas Day/Eve
New Year's Day/Eve
Valentine's Day
Memorial Day (weekend)
July 4th (weekend)
Halloween
Thanksgiving (weekend)

However, in practice, I've always had Thanksgiving Day off (at the restaurant job), as there isn't sufficient business to warrant staffing a whole lot of people. In fact, I don't even think Thanksgiving is really that blacked out...and I possibly could ask for that day off and still get it. As for the Friday to Sunday after that, I am unsure about their status, but I am 90% certain that Friday and perhaps Saturday after Thanksgiving are the blacked out days.

As for Christmas/New Year's Day/Eve...I remember that you had to work 2 of the 24th/25th/31st/1st....BUT last year, I ended up with a six-day workweek, getting the 25th off, but also getting the 31st AND the 1st off...a big exception to the rules there, probably accounting for my six-day week on Christmas week.

In respect to Valentine's Day, no one gets that day off for any reason (at least for the restaurants)...if you called in sick that day, you'd get a warning. Coincidentally, I quit the restaurant on Valentine's Day this year for multiple reasons.

As for Memorial Day weekend and July 4 (weekend)...I am not all that sure what the exact status of those days were for either the restaurant or my sales position (in the tourism industry), but it is a partial black out day, at the least for July 4, since quite a few people request to have those days off about 30-60 days in advance or so, and the time off requests fill up quickly. Oddly, in my department, I actually originally got July 4 off, but I was left with only 4 days of work, so I didn't really protest that much when I lost that July 4 off day when someone else quit...even tho it turned out to be a lousy shift/dud day in sales for me....fully wishing that I lost one of the two other off days I had instead of July 4.

As for Halloween, that day is blacked out when I was working at the restaurant, but it didn't matter insomuch that you can dress up in costume if you wanted to.

Note that, as for the blacked out days, they may not be blacked out if you normally have that day of the week off in a normal week minus that holiday. For example, my usual days off from the restaurant have been Wednesday and Thursday. Because say, Halloween in 2002 was on a Thursday, I still got that day off without asking, even tho they might have blacked it out, all because Thursdays have been one of my usual days off from the restaurant.

Okay, let's see others chime in about blacked out holidays.

I used to hate working in my other positons, because the programs needed to be staffed 24/7/365. My supervisors were always very fair and we usually got most of the holidays off we requested, but I still got screwed sometimes, especially when I worked New Year's Eve afternoon and the person scheduled to work the evening shift called out. That happened to me once. I feel your pain about the restaurant business. I used to do that too, and the tips ended up sucking too since all the tip money was pooled on the holidays........
